The present study analyses the typology and structure of Chinese Aid to Latin America and the Caribbean, considering the features of this kind of South-South Cooperation within the context of China’s aid policy and strategic aims in this region. The results of the study reveal the different patterns in the structure of Chinese aid to the LAC sub-regions. These patterns indicate that the most significant funds are focused on development and commercial projects in South America; that grants prevail in the (...) case of the Caribbean; and representational aid, which does not need major resources, is associated with Central America. As Wan states, this shows that China’s aid has a strategic role at a global level. (shrink)

El presente estudio analiza la tipología y estructura de la Ayuda China a América Latina y el Caribe, considerando las características de este tipo de Cooperación Sur-Sur en el contexto de la política de ayuda y los objetivos estratégicos de China en esta región. Los resultados del estudio revelan los diferentes patrones en la estructura de la ayuda china a las subregiones de ALC. Estos patrones indican que los fondos más importantes se concentran en proyectos de desarrollo y comerciales en (...) América del Sur; que prevalecen las subvenciones en el caso del Caribe; y la ayuda de representación, que no necesita mayores recursos, está asociada a Centroamérica. Este artigo tem como objetivo expor e discutir as concepções de Gottlob Frege sobre os conceitos de “sentido” e “referência” e como, por meio destes, se deu a contribuição do filósofo ao que hoje chamamos filosofia da linguagem. Entretanto, vários estudiosos não consideram Frege um autêntico filósofo da linguagem, alguns de seus escritos representam, historicamente, enorme influência nesse ramo da filosofia contemporânea, pois tentam solucionar certos problemas da linguagem. La pandemia del SARS-CoV-2 ha creado un desafío sin precedentes para la educación. En 2020, como resultado de las medidas para reducir la propagación del SARS-CoV-2, muchas instituciones educativas pasaron del aprendizaje presencial al aprendizaje remoto. Sin embargo, este modelo educativo puede generar estrés y ansiedad adicionales a la ansiedad provocada por la pandemia. Los objetivos del presente estudio fueron: 1) comparar las perspectivas de estudiantes y docentes sobre el número de horas dedicadas a las clases, y 2) determinar las (...) principales dificultades que enfrentan docentes y estudiantes, respectivamente, al pasar al sistema de educación en línea. Para realizar esta investigación se realizó una encuesta online en países de habla hispana, utilizando una muestra de 1.048 participantes anónimos. A través de los datos recopilados. Se analizaron el uso de plataformas, los tipos de equipos, los niveles de angustia y las posibles razones de esta angustia. Esta pandemia es una de las amenazas de salud pública más importantes de la historia reciente y ha afectado nuestras vidas de manera significativa, siendo una de las más importantes la futura adaptación de escuelas, estudiantes y docentes a una nueva forma de aprender. El pensamiento ético y bioético es una de las áreas de conocimiento recurrentes en el ejercicio reflexivo del profesional de la salud en Cuba; sin embargo, se detectan insuficiencias relacionadas con imprecisiones y falta de claridad en el pensamiento ético-moral por parte de este personal, según se observa en materiales evaluados para su publicación, en los ejercicios para el proceso de obtención de categorías docentes y en la presentación de las evaluaciones de posgrados. The ethical and bioethical thought is one of the recurrent areas of knowledge in the reflexive exercise of health professionals in Cuba. However, according to the observations of evaluated materials for their publication, in the exercises for the process of obtaining educational categories and in the presentation of postgraduate evaluations, inadequacies related with imprecision and lack of clarity are detected in the ethical-moral thought on the part of health professionals. Resumen En el § 7 de la Crítica de la razón práctica Kant expone su primera definición de la ley moral universal. Ahí afirma que la conciencia de ella es un “Faktum de la razón”. La ambigüedad de esta expresión ha hecho que algunos autores argumenten que Kant no deduce la ley moral satisfactoriamente ni aclara cómo llegamos a ser conscientes de ella. Sin embargo estos críticos olvidan en sus análisis un aspecto relevante de la filosofía moral kantiana y que (...) es de gran relevancia en los estudios contemporáneos de la filosofía de la acción: el carácter autoconstitutivo del yo o del sujeto racional y su papel en la fundamentación de la moralidad. Sostengo que el Faktum de la razón debe entenderse fundamentalmente como un acto autoconstitutivo.In § 7 of the Critique of Practical Reason Kant presents his first definition of the universal law of morality - called the Categorical Imperative. In the same place, he affirms that being conscious of the law of morality is a Faktum of reason. The ambiguity of this statement has prompted some authors to argue that Kant does not deduce the moral law satisfactorily nor does he clarify how we become conscious of it. Nevertheless, they all forget in their analysis a relevant aspect of Kantian moral philosophy that turns out to be of great importance in contemporary studies of the philosophy of action - the self-constituting character of the rational subject and the role it plays within the foundation of morality. I claim that the Faktum of reason must be understood fundamentally as a self-constituting act. (shrink)

Se analiza el concepto de actividad infinita del yo, desarrollado en la Grundlage der gesamten Wissenschaftslehre de 1794-1795. Se afirma la gran relevancia de este concepto para la reconstrucción de la teoría fichteana de la autoconciencia, al desvelar la estructura interna de la actividad del yo y su relación con conceptos como reflexión e impulso inicial (Anstoβ), lo que aporta elementos relevantes para la comprensión del sistema.

This work is descriptive observational, with transversal design, was to analyze the time of motor commitment in Physical Education classes in three subsystems of Venezuelan education. The analysis unit consisted of a discretionary sample of 6 Physical Education classes between initial education, basic education and secondary education, at the rate of 2 classes for each subsystem. The number of students participating was 192. For the observation and registration, was used, the temporal variables were recorded, and in the second instance, the (...) classes were recorded considering variables associated with: organization of groups, activities, disposition of materials, use and distribution of physical space. The results confirm the little use of the Physical Education class to favor the motor development; none of the observed classes managed to accumulate 50% of the time of motor commitment, thus confirming the trend of other investigations. Gonzalo Rodriguez-Pereyra presents an original study of the place and role of the Identity of Indiscernibles in Leibniz's philosophy. The Principle of the Identity of Indiscernibles rules out numerically distinct but perfectly similar things; Leibniz derived it from more basic principles and used it to establish important philosophical theses. Rodriguez-Pereyra aims to establish what Leibniz meant by the Principle of Identity of Indiscernibles, what his arguments for and from it were, and to assess those arguments and Leibniz's claims about the (...) Principle of Identity of Indiscernibles. He argues that Leibniz had a very strong version of the principle, according to which no possibilia are intrinsically perfectly similar, where this excludes things that differ in magnitude alone. The book discusses Leibniz's arguments for the Identity of Indiscernibles in the Meditation on the Principle of the Individual, the Discourse on Metaphysics, Notationes Generales, Primary Truths, the letter to Casati of 1689, the correspondence with Clarke, as well as the use of the Identity of Indiscernibles in Leibniz's arguments against the Cartesian conception of the material world, atoms, absolute space and time, the Lockean conception of the mind as a tabula rasa, and freedom of indifference. Rodriguez-Pereyra argues that the Identity of Indiscernibles was a central but inessential principle of Leibniz's philosophy. (shrink)

In most domains of human life, we are willing to accept that there are experts with greater knowledge and competencies that distinguish them from non-experts or laypeople. Despite this fact, the very recognition of expertise curiously becomes more controversial in the case of “moral experts”. Do moral experts exist? And, if they indeed do, are there ethical reasons for us to follow their advice? Likewise, can emerging technological developments broaden our very concept of moral expertise? In this article, we begin (...) by arguing that the objections that have tried to deny the existence (and convenience) of moral expertise are unsatisfactory. After that, we show that people have ethical reasons to ask for a piece of moral advice in daily life situations. Then, we argue that some Artificial Intelligence (AI) systems can play an increasing role in human morality by becoming moral experts. Some AI-based moral assistants can qualify as artificial moral experts and we would have good ethical reasons to use them. (shrink)

This brief review of Mario Bunge’s research on physics begins with an analysis of his masterpiece Foundations of Physics, and then it discusses his other contributions to the philosophy of physics. Following that is a summary of his more recent reactions to scientific discoveries in physics and a discussion of his position about non-locality in quantum mechanics, as well as his changing opinions on the nature of spacetime. Las teorías que usamos para representar el mundo pueden ser extremadamente complejas. Abordan temas tales como electrones, campos cuánticos, estrellas de neutrones, materia oscura, redes neuronales, mercados económicos, la atmósfera y muchas otras entidades que suponemos existen en el universo. Al formular nuestras teorías, recurrimos a lenguajes exactos que nos permiten minimizar la vaguedad y expresarnos lo más precisa y cuantitativamente posible. Recurrimos a la matemática. Cuando formulamos nuestras teorías fácticas en lenguaje matemático, estas se refieren no solamente a objetos (...) que nosotros interpretamos como materiales, tales como partículas o personas, sino también a entidades más raras de un mundo abstracto: conjuntos, números, funciones, espacios algebraicos, variedades, topologías, y otras entidades similares. Estos objetos no son materiales en el sentido en que nosotros decimos que una manzana es material. Ellos no existen en el espacio-tiempo, no interactúan, no cambian o evolucionan. Sin embargo, allí están, profundamente arraigados en nuestras teorías más apreciadas acerca del mundo. (shrink)

El daño ambiental ha despertado el interés de la doctrina en Colombia, aunque aún no se aborda con rigor y profundidad. La razón, entre otras, es la omisión de los avances que ha dado el derecho comparado, donde la concepción del rol de las instituciones jurídicas va hasta una comprensión integral del daño a partir de la alteración funcional de los sistemas. Existe hoy cierto consenso respecto al deber ser del régimen de responsabilidad aplicable a esta noción integral del daño (...) ambiental, capaz de hacer frente a los componentes del medio natural y a todos los que lo conforman. El libro busca aportar al estudio del daño ambiental desde los avances antes descritos en la materia. (shrink)

There are communities in which disadvantaged groups experience severe inequality. For instance, poor and indigent families face many difficulties accessing their social rights. Their condition is largely the consequence of the wrong choices of those in power, either historical or more recent choices. The lack of opportunities of these deprived citizens is due to state omissions. In such communities, it is not unusual for homeless members of these particular groups to occupy abandoned lands and build their shelters there. However, almost (...) everywhere, these actions constitute a crime. The typical response to this situation is prosecution and punishment. In this paper, I will defend the occupation of public places as a consequence of the failure of governments to solve the problem of housing, and I will argue that we must distinguish a social claim from a crime and avoid the use of criminal law in these “occupation cases”. I will also argue that our right—as a community—to blame and punish these “squatters” is eroded by the fact that we perpetrated their situation of injustice. (shrink)

Este trabajo se propone dos objetivos, uno descriptivo y otro propositivo. El descriptivo consiste en el análisis de la crítica que realiza E. Cioran, a lo largo de su obra, a la concepción humanista del ser humano Nuestro filósofo pone en cuestión la arrogancia del hombre que se coloca en el lugar fundamental y de supremacía en el ámbito de la vida, lugar que le sirve de justificación para conquistar, apropiarse y aniquilar a la naturaleza y al resto de los (...) vivientes. Por otro lado, en términos propositivos, me interesa plantear la cuestión de la animalidad(el animal que es el ser humano, y los animales no humanos) porque permite poner en cuestión esa concepción humanista, y pensar nuevos modos de ser-con lo viviente. En este sentido, sostengo a lo largo del trabajo que la filosofía de Cioran permite pensar una noción de lo humano atravesada por la animalidad, noción cioraneana que desarma("descompone") la arrogancia de los humanismos. Para ello me serviré de la problemática de la muerte como inmanente a la vida y de la crítica de Cioran a la noción de propiedad. (shrink)

Las trayectorias del arte caribeño, luego de la Segunda Guerra Mundial, experimentan profundas transformaciones en sus prácticas creativas y modos de comprensión cultural. Las complejas realidades sociales y políticas en las islas del Caribe hispano condujeron a un punto de giro en los procesos regionales, una transformación del campo del arte y replanteamientos de los discursos periféricos desde las manifestaciones, los temas de interés y el rol del artista en la sociedad. La fotografía, y especialmente aquella procedente de espacios periféricos (...) en las lógicas internacionales del arte, aportaron los iconos más contestatarios del momento. Los símbolos culturales de una nueva voz, que responde a un pensamiento emancipatorio y descolonizador, se expresan en la construcción de un discurso visual de paradigmas éticos y libertarios. Los lenguajes más renovadores de la época apelan a una base fotográfica de trasfondo por la relación entre la inmediatez y la pregnancia de la imagen, o la inherente reproductibilidad que propicia una función comunicativa más efectiva. Gorgias’ On Not-Being survives only in two divergent summaries. Diels–Kranz's classic edition prints the better-preserved version that appears in Sextus’ Aduersus Mathematicos. Yet, in recent years there has been rising interest in a second summary that survives as part of the anonymous De Melisso, Xenophane, Gorgia. The text of MXG is more difficult; it contains substantial lacunae that often make it much harder to make grammatical let alone philosophical sense of. As Alexander Mourelatos reports, one manuscript has a scribal note (...) that reads: "The original contains many errors; no one should blame me; I just copy what I see.". The treatise's state of preservation has aptly prompted Michael Gagarin to liken it to a black hole: "something we cannot see directly but know must exist because of certain effects it has on other objects.". El objetivo de este artículo es realizar una historización del sistema sanitario de Neuquén, concretamente atendiendo a los programas de salud aplicados en esta provincia desde su surgimiento hasta el año 2020. En este marco, en primer lugar, me enfocaré en los lineamientos políticos que definieron las bases ideológicas de las políticas públicas llevadas a cabo en la atención sanitaria neuquina, y, en segundo lugar, examinaré las variables estadísticas publicadas por el sistema de salud provincial referidas a las condiciones materiales (...) de atención médica de la población en general, y de las mujeres indígenas mapuce en particular. The concept of ideology is central to the understanding of the many political, economic, social, and cultural processes that have occurred in the last two centuries. And yet, what is the nature of the different ideologies remains a vague, open, and much disputed question. Many political, sociological, and ideological studies have been devoted to ideology. Very little, on the other hand, has been done from the philosophical field. And this despite the fact that there are undoubtedly many philosophical questions related (...) to ideology and its role in modern industrialized societies. Just a few examples of ideology-related philosophical questions suffice to prove the point: What objects do ideologies deal with? Are the ideologies testable? Are there true ideologies? Do they evolve? How are ideologies related to societies? Is the existence of ideologies inevitable in modern societies? What is the relation of ideology to science? Is science just another kind of ideology? Are we, as human beings, innately predisposed to believe in ideologies? Or, instead, ideologies proliferate through indoctrination and propaganda? Are ideologies necessarily harmful?...and much more. In this article I try to answer some of these questions from a philosophical point of view, taking a materialist approach. I begin by characterizing ideology as a complex, multi-layered concept. Then, I briefly discuss the material systems on which ideological movements operate, that is, societies and concrete human groups. I identify at least 11 different elements that seem to be present in most ideologies, and I compare these characteristics with those of contemporary science and technology. Although some superficial similarities can be identified, there are deep differences that make ideology completely different from science. The similarities, however, are stronger with technology. Ideologies continually evolve with technological advances, social changes, and even with mere fashion. The current fragmentation of ideologies caused by the widespread use of new technologies and social networks has given rise to new phenomena of ideological propagation which, in my opinion, are very dangerous, particularly for open societies. I discuss these processes, within the context of the nature vs nurture debate, along with the question of whether we can get rid of ideologies. (shrink)

Ao final, faz uma proposta global de avaliação para a escola, centrada em textos argumentativos, transformando a "cola" consentida em consulta necessária.

Dung’s argumentation frameworks have been applied for over twenty years to the analysis of argument justification. This representation focuses on arguments and the attacks among them, abstracting away from other features like the internal structure of arguments, the nature of utterers, the specifics of the attack relation, etc. The model is highly attractive because it reduces most of the complexities involved in argumentation processes. It can be applied to different settings, like the argument evaluation of an individual agent or the (...) case of dialectic disputes between two agents (pro and con), or even in multi-agent collective argumentation. The latter case involves agents with possibly different arguments and/or opinions on how to evaluate them, leading to the possibility of considering multiple sets of arguments and attack relations. Two basic questions can be asked here, namely ‘what to aggregate’ and ‘how to aggregate’. The former concerns what kinds of entities do the agents intend to choose (arguments, attacks, assessments, etc.), while the second one focuses on which aggregation mechanisms yield rational choices (voting on arguments, merging procedures to obtain a common argumentation framework, deliberation processes, etc.). In particular, the question about the rationality of a collective argument choice relates this topic to Social Choice and Judgment Aggregation theories, while its associated strategic issues relate it to Game Theory. The research efforts on the disparate problems elicited by collective argumentation have generated a considerable corpus of literature that deserves an orderly evaluation. Aunque la problemática de los daños ambientales ha atraído el interés sustancial de profesionales y académicos de diversas disciplinas, los motivos que impulsan esas prácticas han recibido poca atención en la literatura jurídica colombiana. Especialmente desde la perspectiva de la responsabilidad. Este capítulo presenta unas reflexiones preliminares de la responsabilidad por daños ambientales, para introducir el estudio de diversos temas, hacia una construcción doctrinal enmarcada no sólo en el deber de evitar el progresivo deterioro ambiental causado por el hombre, sino (...) para salvaguardar las especies vivas que habitan y habitarán este planeta, así como el legado que le quedará a las generaciones venideras. The goal of this piece is to put some pressure on Brian O’Shaughnessy’s claim that perceptual experiences are necessarily mental processes. The author targets two motivations behind the development of that view. First, O’Shaughnessy resorts to pure conceptual analysis to argue that perceptual experiences are processes. The author argues that this line of reasoning is inconclusive. Secondly, he repeatedly invokes a thought experiment concerning the total freeze of a subject’s experiential life. ABSTRACTContrary to what some critics of epistemic democracy claim, the association between democracy and truth does not necessarily make the former inhospitable to conflict, contestation, and pluralism. With the help of John Stuart Mill and William James, truth can be interpreted so as to make it compatible with a democratic politics that appreciates conflict and dissent. In some circumstances, truth claims are politically relevant and should become the object of democratic deliberation.

The problems that arise from the presence of self-attacking ar- guments and odd-length cycles of attack within argumentation frameworks are widely recognized in the literature on defeasible argumentation. This paper introduces two simple semantics to capture different intuitions about what kinds of arguments should become justified in such scenarios. These semantics are modeled upon two extensions of argumentation frameworks, which we call sustainable and tolerant. Each one is constructed on the common ground of the powerful concept of admissibility introduced by (...) Dung in [10]. The novelty of this approach consists in viewing the admissibility of a subset of arguments as relative to potentially challenging subsets of arguments. Both sustainable and tolerant semantics are more credulous than preferred semantics (i.e. they justify at least the same arguments, and possibly more). Given certain sufficient conditions they coincide among them as well as with other semantics introduced by Dung. (shrink)

I offer a theory of art that is based on science. I maintain that, as any other human activity, art can be studied with the tools of science. This does not mean that art is scientific, but aesthetics, the theory of art, can be formulated in accord with our scientific knowledge. I present elucidations of the concepts of aesthetic experience, art, work of art, artistic movement, and I discuss the ontological status of artworks from the point of view of scientific (...) philosophy. O artigo busca elaborar um conceito de liberdade democrática como desenvolvimento de si, resistência à opressão e à injustiça epistêmica mediante engajamento crítico com as obras de Paulo Freire, Amílcar Cabral e Augusto Boal. No pensamento dos três autores, democracia, liberdade e desenvolvimento de si constituem uma tríade de mútua influência, de sorte que o pleno exercício de quaisquer desses itens é impossível na ausência de qualquer um dos outros dois. Trata-se de mostrar, além disso, a maneira pela qual a (...) opressão é compreendida nos trabalhos dos três pensadores como o oposto da liberdade, e a injustiça epistêmica, como uma dimensão psíquica da opressão. In this paper we provide a compact presentation of the verisimilitudinarian approach to scientific progress (VS, for short) and defend it against the sustained attack recently mounted by Alexander Bird (2007). Advocated by such authors as Ilkka Niiniluoto and Theo Kuipers, VS is the view that progress can be explained in terms of the increasing verisimilitude (or, equivalently, truthlikeness, or approximation to the truth) of scientific theories. According to Bird, VS overlooks the central issue of the appropriate grounding of scientific (...) beliefs in the evidence, and it is therefore unable (a) to reconstruct in a satisfactory way some hypothetical cases of scientific progress, and (b) to provide an explanation of the aversion to falsity that characterizes scientific practice. We rebut both of these criticisms and argue that they reveal a misunderstanding of some key concepts underlying VS. (shrink)
